Xiao Yaping, a professor-level senior engineer at the Beijing Automotive Research Institute, said that many manufacturers have previously declared that they can meet Euro III emission standards, but they have not officially received the type approval of the State Environmental Protection Administration. According to the past practice, after the emission standards of National III and National IV were introduced, automobile manufacturers sent sample vehicles to some testing agencies entrusted by the State Environmental Protection Administration for emission type approval tests, and then submitted test reports and relevant reports to the relevant departments of the State Environmental Protection Administration. For application materials, the State Environmental Protection Administration will give manufacturers type approval in accordance with certain procedures. Since the new national emission standards have not been introduced before, such work cannot be done, so it is only the manufacturers that conduct relevant tests and then declare that their models can meet the emission standards equivalent to Euro III or Euro IV.

Xiao Yaping said that the main technical content of the national phase III and IV emission standards is the same as the Euro III and Euro IV emission standards, that is, the test methods and limits of each test are the same as the Euro III and Euro IV emission standards. Whether the models produced by the manufacturer can meet the national III and national IV emission standards needs to be tested by a testing agency recognized by the State Environmental Protection Administration.
