However, the quality and safety awareness of student supplies, especially school uniforms, have often been overlooked. This lack of clear oversight has created gaps in the system, leading to challenges in quality control and fair competition among manufacturers. With the increasing emphasis on school uniform programs, the situation has evolved, but national-level regulations have not kept pace. As a result, schools face limitations when choosing suppliers, leading to unregulated competition. Some companies resort to low-price bidding and substandard products, compromising both quality and safety. Schools, as both buyers and quality evaluators, are vulnerable to corruption, such as kickbacks or bribes by staff members. Additionally, small-scale clothing enterprises may struggle with production capacity and raw material sourcing, further jeopardizing the quality of student uniforms. One notable incident that highlighted these issues was the “toxic school uniform” scandal in Shanghai. In February 2013, the Shanghai Municipal Quality Supervision Bureau reported that six out of 22 batches of school uniforms failed inspections. One product contained carcinogenic aromatic amines, raising serious concerns about safety. This incident exposed flaws in the production, procurement, and supervision processes, prompting calls for stronger accountability and better oversight. In response, quality and education authorities across the country launched inspections to improve the safety and quality of school uniforms. The China Education Equipment and Logistics Association also took initiative to develop strategies for better management. They emphasized the need for clear policies, standardized quality criteria, and improved procurement procedures to ensure student safety. Nanjing has taken proactive steps to address these issues. The city’s education bureau is working with various departments to draft the “Nanjing City Uniform (Student Pack) Management Measures.” This comprehensive plan aims to regulate every stage of the process—from production to procurement and post-sale supervision. Key measures include standardized bidding procedures, parent involvement, and public transparency to prevent corruption and ensure quality. For example, Nanjing organized a public exhibition and bidding event for school uniforms, allowing parents, teachers, and students to participate in the selection process. Over 1,500 officials attended, and more than 150 participants evaluated the designs. Online surveys were also conducted to gather feedback from parents and students, ensuring continued oversight after procurement. The city also plans to implement strict quality checks at multiple stages—before bidding, during production, and upon delivery. A “blacklist” system for non-compliant manufacturers will be introduced, along with legal consequences for those who violate safety standards. Schools and administrative departments will play key roles in monitoring compliance and ensuring accountability. In addition, the National Standards for School Uniforms, such as GB18401-2003 and GB5296.4-1998, specify critical testing parameters like formaldehyde content, pH value, and color fastness. These standards are essential for ensuring safe and high-quality products. However, many manufacturers still fail to meet these requirements, leading to problems like poor labeling, excessive formaldehyde levels, and low-quality fabrics. To mitigate risks, schools should choose certified manufacturers and clearly define quality expectations in contracts. Students are advised to wash new uniforms before wearing them to reduce chemical exposure. If any discomfort occurs, they should report it promptly to the school or relevant authorities. Overall, the management of school uniforms requires a coordinated effort involving policymakers, schools, manufacturers, and parents. By strengthening regulations, promoting transparency, and encouraging participation, cities like Nanjing are setting a positive example for nationwide improvement in student uniform safety.
