Three major bottlenecks faced in the development of recycling of renewable resources

The low resource recovery rate, the small scale of business operations, and the serious shortage of technology development inputs have become the three major bottlenecks that have plagued China's renewable resource recycling and development.

The reporter learned today from the Department of Resource Conservation and Comprehensive Utilization of the State Economic and Trade Commission that, despite more than 20 years of support from a series of national incentives and preferential policies, China’s waste materials recycling industry has developed rapidly and has initially formed throughout the country. The vertical and horizontal renewable resources recycling processing system has achieved remarkable economic and social benefits, but the above three major issues are also very eye-catching.

It is estimated that due to the low resource recovery rate, the value of renewable resources that China can recycle without recycling now reaches 300 to 35 billion yuan. About 5 million tons of scrap steel, 200,000 tons of non-ferrous metals, 14 million tons of waste paper, and a large amount of waste plastics, waste glass, etc. are not recycled every year. About 200 million cadmium-nickel batteries (secondary batteries) that are discarded each year, and recycling of used household appliances, computers, and other electronic wastes are not yet on the agenda.

Waste materials recycling companies generally have a small scale of operation and are lagging behind in process technology. Although the state has introduced a series of preferential policies to encourage and support the development of this industry, the vast majority of such enterprises are still profit-making or non-profitable. There is basically no condition and ability to introduce or adopt new technologies, new processes, new equipment, and products. The technical content and added value are lower. On the other hand, due to historical reasons, state-owned recycling companies have formed personnel and debt burdens, weak market competitiveness and resistance to risks, and have poor economic returns. A considerable number of recycling companies suffer serious losses. Some recycling companies are unsustainable in their operations and waste materials are recycled. The industry is developing at a low level.

Due to the low capital investment and weak technical development capability, the processing and processing technology for waste materials is behind and the technology and equipment level is extremely low. Some environmental pollutants associated with processing and processing of renewable resources have not been properly handled. Even advanced and applicable technologies are difficult to popularize due to lack of funds. The processing and processing technologies for most of the renewable resources are still very backward, which is far from the requirements for comprehensive utilization of resources and environmental protection.
